1. What is his health status? I have been trying to get an update with no luck. Should he enter the season completely healthy, assuming the leg has fully healed?
2. Which starting pitchers do you believe should be drafted ahead of him?

1. As far as I have read he should be entering the season completely healthy
2. The only definite is Johan, everyone else is based on personal opinion in my mind, though possibly Oswalt or Peavy would be put before him...

I'm 99% sure he's ready to pitch. I think he could've came back last year but there wasn't a point since the Jays were out of it.
I'd probably take Santana, Peavy, Oswalt and Pedro over him.

I think you still go with doc. It's tough, becaue King Felix's upside is to be the best pitcher we've seen in decades, but he's still not a sure thing. Halladay has established himself as one of the most dominant pitchers in the game, and won't turn 30 until the 2007 season.
