Manny was born in the Dr. Arod (who has never been to the DR) has a parent from there. accodring to Selig on XM radio they are using Olympic rules so if you can get a passport in a country you can play there.
On another note: They also are using IOC drug testing rules though if you test positive you won't be suspened from any MLB games .

"Basically what we've done is we've adopted the Olympic rule, which is essentially if you can get a passport, you can play for the country that you can get the passport from," Orza said. Manny has committed to the DR at least that's what the WBC site says.
