My league features auctions as you suggest, minus the $260 cap. Not sure why you need it to be fair...

It needs to be fair because it would be no Contest if some Doctor/Lawyer with a $100K-$200K salary thought it was no big deal to drop 1k on a team when a broke College kid has to scrape up pennies to make a $100 roster.

Yeah, well, in my setup that guy would pay $345 in luxury tax this year and likely lose some money even if he won the league.

Also, you could invest $40 or so this year in minor leaguers, and if you drafted well you wouldn't be needing to bid against that guy in the auctions in a couple of years.
