What I have heard is that the Mets will probably not begin finalizing the negotiations until the new year. He pitched a lot of innings in college and they never planned on allowing him to pitch until the beginning of the minor league season in '06.
Baseball America already considers him a Top 10 prospect in the Mets system. You can look at that two ways. Either they think very highly of him or have a very low opinion of the Mets system. It probably falls somewhere in the middle.
All of the reports I have read all share the opinion that he has #1 potential and the only reason he fell to the Mets was because of Boras.
Maine has a good swing for a pitcher but on anything that moves, he has no chance. And if it's a fastball, it has to be up in the zone. Basically, the pitcher has to hit his bat. - Mike Pelfrey
The Mets appear prepared to ratchet up negotiations with Scott Boras regarding pitcher Mike Pelfrey, one of two unsigned first-round picks.

2. Mike Pelfrey (RHP)- Once he signs, will be far and away the Mets' top pitching prospect. Was the top pitcher in the 2005 draft, falling to the Mets' at ninth overall due to signability concerns. Possesses an electric 92-97 mph fastball with heavy sink, a power breaking ball and a plus straight change. Should start in St. Lucie with a move up to Binghamton once the weather warms. Could see Shea before the close of the season.

Just tidbits of info I've gotten off the various Mets prospects sites: Surgery was in July and it went fine. The doctors have allowed him to be lifting weights for awhile now and he's expected to start throwing soon. He had a meeting with one the doctors in mid-November to set a timetable for when he could begin throwing but I never heard the results. So unless any bad news pops up it looks like he'll be able to start pitching early in the minor league season if not at the beginning.

Minaya and Boras have begun negotiating Pelfrey's contract:
After months of inactivity, the Mets are negotiating with Scott Boras to try to get right-hander Mike Pelfrey signed before spring training. Pelfrey was the team's first-round draft pick last June.

I really have no idea how big his contract will be. Can't even use Upton's recent deal as a barometer since he signed a minor league deal and I'm pretty sure Pelfrey will be getting a major league contract. That's part of the reason he dropped to the Mets.
