well, the venezuelan's are going to have the best staff and the dominican is going to have the best lineup. beyond that, it's completely up in the air.

does anyone know if cuba will be allowed to play? or if the defectors (eg, contreras) will be able to play with the team?

Getting noticed but hardly new. The Jays had a scout dedicated to the island - Espy Guerrero. He discovered and signed Damaso Garcia, Tony Fernandez, George Bell, Manny Lee, Nelson Liriano, Alfredo Griffin, Domingo Ramos, Nino Espinosa, Pedro Hernandez, Jose Nunez, Sil Campusano and Juan Guzman in the late 70s and the 80s.

There is a good article comparing the teams from the US and DR somewhere on Baseball America... sorry I don't know the link... I seem to remember the conclusion being that the US would have a deeper squad with a full rotation and killer bullpen... while DR had some good pitching but not the same level...
