Not likely to be effective...first off, the perp could always use the other hand after the first offense...and after that, holding a paint can without the use of your thumbs is not that difficult (not that I have tried... )
Better off cutting off their whole hand....

I'm with you here. There are also two main different types of "vandals," those who throw up crappy tags on everything they can find and those who find abandoned or unused places to put up art. Grouping them altogether is plain stupid. I get he doesn't like graph, but I'm surprised this actually a serious suggestion.
