If you are gonna outsource tech-support jobs to India or where-ever they are going. At least find someone who SPEAK ENGLISH. I mean their English writing may be better than me but you can't let costumers listen to 20+ minutes of classical music only to get someone who don't SPEAK English.

yes dell stinks. pretty much all the troubleshooting of comp's i know now is becasue of the willingness to figure it out myself instead of talking to them.

I was there(in India) 5-6 years ago and all the young people speak english just fine

The sad truth is that many of the barely-english speaking support reps you talk to are right here in the US.
