They are...i'm not sure whether to count his salary, or just what he's costing the O's. He's definitely in. Oh, and a couple of M's, Boone and Beltre, to fill out the IF. I think from hereonin we might have to concentrate more on the suck and less on the salary, as we can't be far off breaking 200m already.

Oh, and Milton is comparatively underpaid at $5.3m this year...still a lot of suck for your buck, so i s'pose he's in.

Frank Thomas could be your DH at $8M this year. He couldn't hit a lick, although when he did actually get a hit it went out. Judgement call as to whether he belongs.

Other guys not mentioned yet worth nowhere near what they're making:
Bonds $22M
Jeter $19.6M
Mussina $19M
Schilling $14.5M
Larry Walker $12.6M
Posada $11M
Pavano $9M
Renteria $8M
Foulke $7.5M
Glavine $10.7M
Kaz Matsui $7M

This should help fill out the roster. I'll look for more if we need to...

EDIT: This is no way means that I think all of these players "suck". They're just being paid way too much IMO.
