Why not download the shows by torrent? There are some torrent sites dedicated to TV and downloading publically aired TV shows is legal.

China. My friend got 3 seasons of 24 for about a dollar value each. Apparently its great quality too. However, I'm sure that doesn't help you.

You can probably get it as a torrent in decent quality.
