The only possible benefit I can see to it is that it probably regulates teams' IP numbers in H2H. Maybe the commish got burned by a guy who deftly skewed his H2H IPs so that he could get max benefit from them based upon league opponents.

IDK... I've never played categorical, so I can't be certain that even happens, but that's my best "Devil's Advocate" impression.

I saw the Terrance Long part and had to think twice before saying for sure it was Dye, then I got the "when" part wrong.
