I think you mean you are the road team and behind and pitch only eight innings and get the loss, then yes it is a complete game because the home team did not need to bat in the 9th.

It doesnt matter how many innings he pitched. As long as he was the only pitcher for that team than it is a complete game.
It could be 5 innings, it could be 11

right. another way to think about it is, that there's no sense in which it's an INcomplete game.
