The MLB braintrust is probably holding them to the last second so they can disrupt the pennant races and guarantee as much negative publicity as possible heading into the playoffs.

the Boston Herald had a piece on it, as did a few others.

Pro Sports Daily

Boston Herald: "Rumors are circulating that another star player is about to join Baltimore Orioles first baseman Rafael Palmeiro and be implicated for the use of banned, performance-enhancing drugs, but it appears unlikely he will come from the Red Sox. "

Dallas Morning News: And so players wonder exactly what's going on. They wonder if the possibility of an inaccurate test is greater than they were led to originally believe. They've discussed rumors that significant positive tests are about to be revealed. Even members of Rangers management have heard those rumors. But an MLB official flatly dismissed it as unsubstantiated rumor.

They were also talking about it on ESPN radio this morning. They only said that there was about to be another big name who failed a drug test - they didn't say anything about a laundry list.

Buster Olny was saying that it was of the caliber of Raffy but could not get the name. He also stressed that it was only a rumour but that it was a pretty strong one.

Then the jerk host (I forget his name Something Masden?) speculated out loud how strange Giambi's power surge is.

I've heard these rumors as well and I definitely anticipate some blockbuster names coming out in the next week to 2 weeks. And as for the MLB braintrust, they may be doing the right thing here in releasing the names sooner rather than later. The names can come out, be hassled for a couple weeks, then the pennant chases and the playoffs can go on while the steroid thing quiets down for a while. $50 Adrian Beltre is on the list.

I would take that bet. Two big names that I would be floored to see on the list would be Beltre and Vlad. I don't think that either of these two are on the juice.
