I believe that's the brand my dad had at work, and he had two of them become $200 paper weights. They had it hooked up to a Mac, so that may be a little different, I'm not really sure.
As for fixing it, I'd try slomo's suggestions. Also, did you buy it all as one package, or did you buy the drive and the housing seperately? I imagine it was the former, but if it's the latter you could try pulling the hard drive itself out and just hooking it up to your PC.
Another thing, are the LEDs that indicate disk activity (if there are any) flashing at any point? Is it making any kind of noises? Dad had me come in and take a look at their's and the LEDs never came on and the thing made a faint clicking sound every now and then. If that's the case with yours you may be outta luck since those were fried.
