Being a night owl and a waiver wire hunter, I've noticed this over the last 2 nights.
If two players are on waivers and only one of them has a claim put in, the guy who was NOT claimed will become a free agent while the claimed player remains on waivers for about another hour or so, then the waiver claims go thru and he is assigned to the person who put the claim in. Sorting by waivers helps greatly in identifying who is coming off when.
I haven't yet checked if I can put a claim in for the player and steal him away if I have waiver priority.
Anybody know the answer to this?

Its not an hour, its more like 10-15 minutes that it takes for Yahoo to sort out the waiver claims and assign the player to the person with the highest waiver priority. And Yahoo stops taking claims at 11:59 PT, so you'll be boxed out even if the player hasn't been assigned until a few minutes after midnight (even if Yahoo allows you to put in a claim, it will be disregarded).
Meanwhile, like you said, unclaimed free agents will just go to the FA list, since there are no claims to sort through.
