Harvey Haddix retired 36 in a row in 1959 but he did not win the game.

The only pitcher to retire 30+ in one game and get the win was Rick Wise of the Phillies on 9/18/71 against the Cubs. After a leadoff home run in the 2nd nobody else reached base off Wise until Ron Santo hit a 2 out single in the 12th. That's 32 batters in a row retired. The Phillies won the game 4-3 on a bases loaded single by Wise himself in the bottom of the 12th.
