Why did the Illinois legislature once daclare an official "Rick Monday Day"?

I would assume it was from the incident where some fans ran on the field and tried to start burning a US flag (as a protest against the completed Vietnam War) and Monday reached them as they were about to light the lighter fluid doused flag. Monday (who had served six years in the Reserves) took the flag from them.
