What's so special about Hayden Penn?

I'm curious...in early June he was voted the best prospect (in the eastern conf)..with all his WALKS and lousy stint in the majors, I don't get it...can someone fill me in? I burned a valuable draft pick on this schnook because of my research and "good homework." Now when I try to shop him I can't get a bag of rocks. what up?
