I'd go with Jason Kendall, Mike Piazza, Pierzynski (especially when Contreras is on the hill)... Those are the ones who stick out specifically in my mind as guys who notoriously are on the low end of the arm scale behind the dish.

It's worth noting also that the A's and the Yankees are tied for allowing the most stolen bases.
