I know that he want to get Tommy John but that is the last I heard. When does he go under the knife, is there any possible way he will back out of it?

I think the A's are still trying to talk Dotel out of it, telling him to just wait another week or 2 and see if the pain goes away. So you can wait until it's official, but 4 doctors couldnt change Dotels mind so I think it's safe to say he's done.

Even if they talk him out of it, He will probably be ineffective for the rest of the season.

If he has surgery, he won't make it back until next summer the earliest. Even if he does, he will be a setup man. Not sure you want to use up a keeper slot for a setup pitcher coming off major arm surgery.
I would pass. When the smoke clears, see where he ends up. Could be a nice sleeper bargain.
