No one's ever browsing it. I'll get comments like that *snap of the fingers* in the trade and waiver section, but hardly ever in rate my team.

I would assume everyone had their team "rated" in the beginning of the season and small moves here and there doesn't warrant another thread to their team.

Honestly, aside from getting some analysis on your team post-draft I haven't gotten any comments there on any of my teams that I didn't already know. Unless you're a total rookie in fantasy, it's really not that useful of a forum IMO. You should be able to analyze your own team's strengths and weaknesses if you know anything about fantasy and/or the game of baseball. Besides, a lot of the opinions you get on stuff like that are objective and not based on the structure of your league and the strengths and weaknesses of other teams which are very relevant factors when it comes to evaluating your own team. Look for the areas where your team needs to improve and weigh the cost it will take to improve in those areas against the upside for the cost of improvement.

For example, if your team is struggling in SB and it's a category that is very competitive in your league (A lot of teams jumbled together in the middle) it's probably worth it to make some significant moves to leapfrog all those teams with mediocre speed since the opportunity to gain a significant # of points outweighs the amount of change necessary to do so. Something like that has to be evaluated by you based on the rosters of opposing teams and can't be noticed by someone making an objective comment about the structure of your team.

How much help can you really get by someone saying "That guy sucks, drop him" or "Your team needs more speed" or "Your bullpen could use a bigtime closer"??

I think the reason the Rate My Team forum has gotten slower is that its June. In 3 weeks the season will be half over. Its my impression that the Rate my Team Forum is intended for newly drafted teams. I guess if you are doing midseason drafts they should be posted in that forum, but one should also expect less traffic in there as well.
