Halsey should end up being a pretty good starter. He was 11-4 last year in Triple-A, with just under 7 k/9 and a 1.15 WHIP. He's looked pretty good this year in AZ - got roughed up in Colorado, but otherwise has been fairly steady. Might be worth a look depending on your needs and how deep your league is.
