The first trade is absolutely fine. He is giving up two stud closers in Foulke and Smoltz and getting two weaker closers, but also a decent outfielder and a solid starting pitcher. If he needs another starter and outfielder, I see no problem with that trade.
In the second trade, the team getting Sweeney is obviously getting the better deal, but the difference isn't huge, they are two top 10 1B. Maybe the owner giving up Sweeney is concerned about his nagging injuries or just prefers Durazo for some reason.
Unless you can see evidence of collusion, leave the trades alone. These are ill advised trades but nowhere near vetoable.
