So I took my first crack at making a picture for my sig, and I have to admit that I don't know how you guys get so much image quality out of 12k.
I took a simple photo, added some text, sized it down to about 300 x 85 pix, and saved it as a JPEG in photoshop. The result? At quality "0", it was still 15k, and the text was unreadable. What gives?

In Photoshop, go to File/Save For Web. There is a big popup...choose to save it as a JPEG and there will be a quality number to the left. When you click on it, a little slide bar will appear and you move it up/down until the file size (listed at the bottom of the image) is as close to 12 kb, but less.

Does anyone have any tips for how I can improve this logo? I'm like a monkey operating a backhoe when it comes to Photoshop...

What do you mean fix the logo? Assuming you were going for the blurriness, it looks fine to me. I'd just add an outline to the lettering, using Stroke.
Go to:
Layer/Layer Style/Blending Options/Stroke
and mess around with that or use an Outer Glow or something (also in Blendinig Options). Whatever looks good.
