Hey, if this guy didn't run, would he still be considered a top 5 or top 6 fantasy guy?

No, if Vlade doesn't start stealing, he really isn't any more valuable than other outfielders that would put up similar power and average numbers like Bonds, Pujols, Maggs, Ramirez, Giles, Sheffield, C and A Jones, etc. What made him a top 5 pick in most drafts is that he was considered a 5 tool stud that could help you in all five offensive categories. If he isn't stealing bases, I don't think he makes the top 10.

If Vlad doesn't steal, I would take Pujols, Bonds, Beltran, Ramirez, Giles(when healthy), Sosa(when healthy), and Maggs over Vlad.

Vlad was NOT going to steal bases this year.

He led the league in CAUGHT STEALING last year. Even some of the Pros couldn't see that Vlad would stop running. Look at his body too, he's 30 lbs heavier than he was a few years ago.
