Question about trade deadline - August 14

If the trade deadline is August 14, does that mean that all trades should be done by the 14th or the 14th is the last day to trade? I think it means the last day to trade but I wanted to make sure.

If you are talking about the trading deadline for actuall baseball there is often a partiquler time by which all trades must be entered. Trades can still take place on that day. Last year during the first deadline the time when the paperwork must be filed with the comishs office was 4 pm EST the day of the deadline
