Way too many IP, need help

I am in a 10 team, 5x5 roto league with K/BB instead of K. We start 10 pitchers and have an innings limit of 1400, which seems very low to me. My pitchers have already pitched 250 some innings and are on pace for over 2000.

I am thinking I need to cut down to 6 starters and add one or two middle relievers. I dont want to realease any of my starters because I think they are all pretty good. I have tried to trade but have been very unsuccessful. I need advice....should I just cut 3 of them and let the rest of my league improve thier staffs for free? should I only start pitchers with very favorable matchups? Also, which of them should I look to trade and what should I expect in return? Thanks in advance
