Given, he had a miserable 2nd outing. But he showed some great stuff. If they simply bench him instead of drop him down to the minors, what does that mean? Relief?

From Stats Inc.
Apr 17 Floyd was expected to land at Triple-A Scranton/Wilkes-Barre when Vicente Padilla returns from the disabled list on April 20. Now the Phillies are talking about keeping their prized pitching prospect with the big league club and using him out of the bullpen.
Advice: Floyd has made only four relief appearances as a minor leaguer, and that was at high Class-A Clearwater in 2003. He also worked two long stints in relief for the Phillies last September, which were solid except for high walk totals. He's had a very good start and a poor one subbing for Padilla, and sticking around in the pen will allow him to adjust to the majors more slowly.

Meaning he'll get part of the rotation or sent down thereafter?

I think it all depends on what the others in the rotation do, but that's what the coaches have said. They didn't however say what would happen after it though.
