I think that rule went into effect the same time that the Jeromy Burnitz rule did. The Jeromy Burnitz rule says "If you are a MLB team in New York, other than the Yankees, you can aquire any player (and or players) that played for you before, providing that they played poorly for your team AND the team they went to after you unloaded them." Clause one states: "You must pay them more than they are worth either outright or with incentives for weak performance." Watch for this rule to become significant again involving Rey Ordonez.
