I currently use a DSL service for internet use. If I were to sign up for a back-up dial up service, would connecting through dial-up give my computer a different ISP when connected?

If that's what you mean, then yes, you'll have a different IP address. If you're using DSL, your IP address changes every few hours or every few days. You don't have one permanent one unless you pay a high monthly fee for a permanent (aka "static") one. But yeah, each ISP would give you a unique IP address.
