From a guy who just talked to Tsao himself:
"To paraphrase, Tsao says he feels 100%, his velocity is back to normal, and that he expects the ball in the ninth according to what he is being told by his manager and coaches"
Rockies pitchers are always dangerous, but Tsao is a very good young pitcher so he's worth at least stashing on the bench. He probably won't be used tonight because he pitched Sunday, but tomorrow he should be available and Hurdle has said Tsao is the closer.
