In an ideal world, if a wrong doing is bad enough, there should be no stigma attached to reporting it, you'd be doing it for the good of the school. The fact we have to pay people to rat others out is not a good sign.

These are KIDS. I'm sure most adults wouldn't have a problem reporting something if they saw it, but these are kids. They risk being looked down upon if they're caught turning someone in, and, believe it or not, thats pretty important to most kids.
