Main point is that looks like it works great for evaluating average pitchers but things change when you talk about the best and less than 4% of the sample.
Well, what do you want the baseline to be? No matter what, the ratio between Pedro's ability and Clemens' ability will be the same. Bar none. The baseline changes nothing but the total #'s, the ratios are all the same.
Things don't change. An evaluator is an evaluator, period. Now, it may not be the best, but it certainly doesn't hurt at all.
