I dont like either of them to be at their forms from several years ago, though I think brown has the best possibility of being closer to old form. He was out for a large part of the year due to injuries (big suprise), and merely has to get over those
Lowe just has gotten bad

I am a Yankee fan and actually own Brown in one of my leagues, but I'd still say Lowe here. He's moving to a more favorable ballpark and had some back luck last year. Not that I see him bouncing back to old form, but he'll likely come closer than Brown who just won't be healthy enough of the year.

Brown will have a good streak where he is the better fantasy option and then will get injured or drop off significantly. Lowe will have the better overall season. Ride brown during his hot streak and pick Lowe late in the draft as a 4th or 5th SP.

lowe's looking good today, 3 perfect innings with only 1 K though.

lowe had a 5.42 era last year so even though he's moved to dodger stadium we cant really expect any miracles. i would expect a 4 era, 15 wins and a below average k rate at the very best. on the other hand, if kevin brown were to stay healthy for 25 starts, it would require much more than a miracle.
bottomline: i dont expect either one of them to have a 'comeback' year, but you're probably better off going with lowe if you are indeed in such dire circumstances that you have to choose between these two.
