I can not find the rules on cbssportsline that say anything about how many players you can have each week - is it each position player plus - how may outfielders ? and many pitchers ? do I have to have some relief pitchers and starters ??

It depends on your league. You should be able to hover over "League Home" then click on "Rules". There you should be able to get your answers.

In public H2H leagues, it's 1 of each position, plus 1 Utility, 3 OF, 7 Pitchers - no distinction between starters and relievers.
