I ran a bunch of searches and really didn't find much on this subject. What is the consensus on these two in a 5x5 league? I'm wondering if there is a consenus out there or is it a spilt decision.
If you're talking the normal categories, I'd say most would take Tejada over Manny. He'll get you just as much or more than Manny in every category, but the difference is that he plays at a very scarce position.
To me, 5th draft position is the easiest 1st round choice...Tejada comes right after the "Big 4."

Manny... .276 is not an acceptable batting average for a first round pick. Based on hindsight, of course, Tejada would have been the better pick last season
real close,,,, if it is a 12 team or less i would take manny due to the fact that i can find a good SS for my team in 12 or less.... if it is more than 12 teamer than i grab tejada, as i am not as confident in the 14+ rated shortstops on my list..........
