Does anyone know if the commish in a cbssportsline.com draft can select a player for an absent owner, as opposed to only having their picks based on list?

Yes, the commish can. From their help faq's:
The commissioner has the power to draft for anyone who is "on the clock." You cannot have two non-commissioners at the same PC unless they communicate their picks to the commissioner, and he then makes the selections for them. Anytime the commissioner clicks DRAFT, a player will be drafted for whomever is on the clock.
