Pts. League 5th Starter: Lowe, Webb or Loaiza??

I'm leaning towards Webb in a bounce-back year. Nice K numbers, and a chance to win at least 14 games.

From all I've read about Lowe and Loaiza, it sounds like they are also poised to have good years...

Am I right about Webb?
