It depends on how bad someone needs a closer. Look at your leagues save points. Who's on the bottom? Who's their #1 starter? Do you want them? If no, repeat with next to last until you find the right balance. Someone who needs saves and has a starter that you want. Win for both sides and no worries about a veto!
